India Warns Pakistan of Tawi River Flooding Despite Indus Water Treaty in Suspension

India on August 24, 2025 communicated flood warnings to Pakistan through diplomatic channels, rather than through the Indus Waters Commission as required under the Indus Waters Treaty (IWT).

India has informed Pakistan about a flood alert in the Tawi River on humanitarian grounds, even as the Indus Water Treaty (IWT) continues to remain in suspension. As the decision was taken after the Pahalgam Terror Attack.

Sources reveal that the communication was made to the Ministry of External Affairs, which then reached out to Islamabad.

“While India used to exchange data with Pakistan before the suspension of the treaty, this move was made purely on humanitarian grounds,” said the sources.

It is the first known official contact between the two countries since a four-day conflict between them in May.

“On August 24, 2025, India communicated flood warnings through diplomatic channels, rather than through the Indus Waters Commission as required under the Indus Waters Treaty (IWT),” Foreign Office Spokesperson Shahfqat Ali Khan said on Monday (August 25, 2025).

He reaffirmed that India is obligated to fully comply with all provisions of the Treaty.

In New Delhi, sources said that India shared the flood alert in Tawi river with Pakistan on “humanitarian grounds”.

A day after the Pahalgam terror attack on April 22, 2025, India took a series of punitive measures against Pakistan that included putting the Indus Waters Treaty of 1960 in “abeyance.”

The Foreign Office said India’s unilateral declaration to hold the Treaty in abeyance constitutes a serious violation of international law and could have significant negative consequences for peace and stability in South Asia, state-run Radio Pakistan reported.

Earlier, The News reported that India has contacted Pakistan to share information about possible flooding.

Citing official sources, the paper said India alerted Pakistan about a possible major flood in Tawi river in Jammu. The Indian High Commission in Islamabad conveyed the alert on Sunday, it added.

After India made this into Pakistan’s notice, the authorities issued warnings in the nation for the public safety and security. The flood alert from India has been sent to the opposition country considering its deadliest monsoon rains.

With this year’s weather conditions, the death toll in Pakistan has reached 800. The National Disaster Management Authority (NDMA) has warned of heavy rains across most parts of Pakistan until August 30, 2025.
