Licence Issued Without Test: Jalandhar RTA issues DL to applicant in Canada

If you’re in Canada and wish to obtain a driving licence issued from Jalandhar, it is entirely feasible. You can draw inspiration from Krishna Khurana of Pucca Bagh, currently in Canada on a study permit. Another person showed up for the driving test on October 13, and he successfully obtained the licence that very evening.

The Punjab Vigilance Bureau’s raid in the same department exactly seven months ago is also not a deterrent in this case. The wrongdoings persist at an increased level while senior officials have decided to ignore the misconduct happening in collusion with the agents.

Secretary of the Regional Transport Authority, Aman Pal Singh, initiated an inquiry into the issue on Monday, assigning it to Assistant Transport Officer Vishal Goel. Goel visited the driving test center today and stated, “I have initiated the inquiry. I am reviewing all the documentation. Aman Pal also remarked, “Anyone proven guilty will be held accountable.”

The issue emerged when social activist and Congress leader Sanjay Sehgal filed a complaint with the Principal Secretary, Transport Department, Punjab Vigilance Bureau, and Secretary, RTO, claiming that the incident highlighted the ongoing corrupt practices in the department.

“Submitting the record of evidence, Sehgal stated, “Application for permanent driving licence was submitted on October 5, a driving test appointment was made for October 13, and the licence was approved the same day at around 8:23 p.m.

The license was approved after the official working hours by ARTO Kamlesh Kumari. While other applicants encountered considerable difficulties and mistreatment in obtaining these services, Krishna Khurana experienced no such problems.

Sehgal has requested confirmation of the mobile phones and information utilized by the applicant when applying for a learner’s licence on June 26, 2023, as well as on March 20, 2025, and September 5, 2025. 

He has requested an investigation into whether the applicants who submitted their requests on September 5 received appointments within a week like Krishna did for October 13, and if their licenses were also approved on the same day by ARTO Kamlesh Kumari.

The complainant has requested the review of CCTV footage from the driving test track to confirm whether he attended the test in person, both within and outside the track area. He has also requested the identification of the person who represented the applicant. 

The initial inquiry, however, has revealed that the applicant’s brother represented him and that the videos of the specific applicant have been erased to eliminate the evidence against him.

In the meantime, it is understood that officials from the Vigilance Bureau have also requested a preliminary report from the department regarding the obvious misconduct that has come to light.
