Jalandhar MC Rolls Out New Fines to Keep City Clean: Here’s What You’ll Pay

The Jalandhar Municipal Corporation will impose fines on everyone, from regular homes to businesses, if they are found littering in open or public areas.

To maintain cleanliness in the city, Jalandhar Municipal Corporation (MC) will begin imposing fines on individuals caught discarding waste in public areas. Jalandhar Mayor Vaneet Dhir informed media that the corporation has taken this initiative since littering in public areas is undesirable.

Jalandhar MC will levy a penalty of Rs 1,000 for individuals caught throwing garbage for the first offense and Rs 2,000 for those caught dumping it for the second offense.

In the same way, substantial commercial entities will incur a penalty of Rs 10,000 for failing to manage their waste, and Rs 20,000 upon the second offense. The company has also created an excellent collection strategy for this aim. Inspectors and supervisors in the Northern, Western, Central, and Cantt regions will be provided with POS machines.

A receipt will be provided for the amount collected after the fine is imposed. Individuals who do not settle the fine will incur property tax charges. The penalty will subsequently be settled together with the property tax.

The corporation has drafted the Solid Waste Management Bylaws 2023 to enhance the sanitation system. The company has obtained authorization from Chandigarh.

In an interview with media, Jalandhar Mayor Vaneet Dhir added, “The penalty enforcement system will commence today.” Officials of the MC will identify individuals who dispose of garbage in three ways. Firstly, if a member of the MC sees someone littering in public areas, secondly by inquiring with nearby stores, and thirdly by reviewing CCTV footage if it’s accessible.

  • Penalties for rubbish in parks/public areas- Rs 1000 (first offense) and Rs 2000 (afterwards)
  • Penalties for rubbish in open areas- Rs 1000 (first offense) and Rs 2000 (afterwards)
  • Shopkeepers ignoring waste protocols- Rs 1000 (first offense) and Rs 2000 (afterwards)
  • Hotels/restaurants ignoring waste protocols- Rs 2000 (first offense) and Rs 4000 (afterwards)
  • Industrial areas- Rs 5000 (first offense) and Rs 10,000 (afterwards)
  • Educational establishments- Rs 2000 (first offense) and Rs 4000 (afterwards)
  • Health facilities- Rs 5000 (first offense) and Rs 10,000 (afterwards)
  • Sweet shops- Rs 2000 (first offense) and Rs 4000 (afterwards)
  • Street vendors- Rs 1000 (first offense) and Rs 2000 (afterwards)
  • Spitting/throwing rubbish from moving vehicles- Rs 250 (first offense) and Rs 500 (afterwards)
  • Disposing of dung- Rs 5000 (first offense) and Rs 10,000 (afterwards)
  • Dumping solid litter in rivers/sewers- Rs 5000 (first offense) and Rs 10,000 (afterwards)
  • Dumping blood, bones, feathers or remains- Rs 2000 (first offense) and Rs 4000 (afterwards)
  • Pet owners littering- Rs 1000 (first offense) and Rs 2000 (afterwards)
  • Vendor/hawker- no containers- Rs 750 (first offense) and Rs 1500 (afterwards)
  • Hospitals, nursing homes, pharmacies, labs- Rs 2000 (first offense) and Rs 4000 (afterwards)
  • Open defecation/urination- Rs 500 (first offense) and Rs 1000 (afterwards)
  • Irregular waste- Rs 500 (first offense) and Rs 1000 (afterwards)
  • Keeping plots dirty/abandoned- Rs 25,000 (first offense) and Rs 50,000 (second time)
  • Tossing waste into sewer lines – Rs2,000 (1st time), Rs4,000 (2nd time)
  • Did not process household waste – Rs1,000 (1st time), Rs2,000 (2nd time)
  • Did not process waste of small commercial unit – Rs5,000 (1st time), Rs10,000 (2nd time)
  • Did not process waste of large commercial unit – Rs10,000 (1st time), Rs20,000 (2nd time)
  • Bulk waste generator does not have a waste management system- Rs15,000 (1st time), Rs30,000 (2nd time)
