19 year old Dharamsala student dies after alleged Ragging, Harassment

The case was registered on the complaint of the victim’s father, Vikram Kumar, a resident of Sidhbari in Dharamsala.

A college professor along with three students have been officially charged for the act of ragging, sexual harassment, and the cause of a 19-year-old girl student death at Government Degree College, Dharamsala, police officials reported on Thursday night.

The police have registered an FIR against college professor Ashok Kumar and three girl students, namely Harshita, Aakriti and Komolika, under Sections 75, 115(2) and 3(5) of the Bharatiya Nyaya Sanhita (BNS) and Section 3 of the Himachal Pradesh Educational Institutions (Prohibition of Ragging) Act, 2009 of the Dharamsala police station.

Vikram Kumar, who is the father of the victim and lives in Sidhbari located in Dharamsala, had filed a complaint with the police in the area. The police reported that the complainant alleged that his daughter Pallavi (19) was a second-year student at Government Degree College, Dharamsala.

He alleged that on September 18, 2025, three girl students of the same college, identified as Harshita, Aakriti and Komolika, had physically assaulted and intimidated his daughter. He also alleged that Ashok Kumar, a professor at the college, had engaged Pallavi in some obscene acts.

The person who filed the complaint revealed to the police that after the supposed harassment and threats, his daughter got completely scared and mentally disturbed which resulted in a serious deterioration of her health. He further stated that she was initially treated in various hospitals in Himachal Pradesh as her condition kept getting worse.

Later on, Pallavi was sent to Dayanand Medical College and Hospital, Ludhiana, where she passed away during the course of medical treatment on December 26, 2025.

Vikram Kumar expressed that he was unable to notify the police about the matter previously as his daughter was critically ill and suffered from trauma for a long time. The family was in great shock after her death, which was another reason for the delay in filing the complaint.

According to the officials of the police, after they sifted through the submitted complaint and made a preliminary inquiry, they opened a case against the three students and the college teacher.

The investigation will verificar the claims of ragging, physical assault, intimidation and sexual misconduct as well as the histories of the events that supposedly led to the student’s worsening.

During the process of inquiry, the declarations of Pallavi’s friends, mentors, college authorities, and relatives will be recorded.

The records of the hospitals where Pallavi was treated, institution of Dayanand and Medical College Ludhiana, were also among the collected material in order to find out the reason for death and the things that were associated with the events that happened.

SP Ashok Rattan gave an update on the progression of the investigation, stressing that every aspect of the case would be looked at thoroughly and without bias.

The complainant, Vikram Kumar, the father of the victim Pallavi (19), stated that his daughter was a second-year student of Government Degree College, Dharamsala, and that she was physically assaulted and threatened by three other girl students at the college on September 18, 2025.

He further stated that Osho Kumar, the college faculty, made Pallavi perform vulgar acts.
